137 Million Reasons: Why Rural Europe Is Key to Net Zero

There is a familiar image of Europe’s energy transition. It often looks like a city: apartment blocks being renovated, electric buses passing by, charging points appearing on street corners, and district heating pipes quietly doing their work underground.

That image matters. But it is not the whole picture.

A large part of Europe lives differently. Homes are further apart. Villages are spread across hills, forests, farms, mountains and coastlines. Some houses were built long before energy performance certificates existed. Many are not connected to the natural gas grid. Public transport is thinner, winters can be harsher, and the local economy may depend on farming, food processing, tourism, small manufacturing or family-run businesses.

This is rural Europe. It is not marginal. It is not an afterthought. It is home to more than 137 million people across the European Union. Put simply, Europe cannot reach climate neutrality if almost a third of its population is treated as an exception to the rule.

This is the starting point for a more practical conversation about rural energy. It is not about asking for special treatment. It is about recognising how different places actually work, and designing climate policy that can reach them.

 

Rural Europe is not behind. It operates differently.

A sceptical reader might ask: why not just electrify everything, everywhere, as quickly as possible? In many places, electrification will be the right answer. Heat pumps, renewable electricity, district heating and building renovation all have essential roles to play. The point is not to argue against these technologies.

The point is that rural areas often face a different set of constraints.

In many rural and off-grid areas, homes are dispersed, infrastructure is less dense, access to a natural gas grid is limited, and electricity grids may not always have the capacity, resilience or reach needed to support a rapid shift to fully electric heating. Around 7 million households in the EU rely on liquid gases mainly for space heating, water heating and cooking, while around 700,000 businesses use them to heat commercial premises or provide industrial process heat.

These are not abstract numbers. They represent households making decisions at kitchen tables, SMEs considering investment costs, and rural communities trying to reduce emissions without sacrificing affordability, reliability, or competitiveness along the way.

This is why it is so important to acknowledge that different regions need different approaches. A fair transition is not built by forcing every home, farm and small business through the same narrow doorway. It is built by giving people credible ways to move forward from where they are.

 

The climate case is also a rural case

Rural emissions are not a side issue. According to Frontier Economics, 20–30% of the EU’s greenhouse gas emissions originate from rural areas. If those emissions are not addressed effectively, the EU’s 2040 and 2050 climate objectives become harder to reach.

This is where the debate needs to shift. Rural decarbonisation should not be framed as a niche sectoral problem. It is part of the EU’s climate delivery challenge.

The European Union has committed to reducing greenhouse gas emissions by 90% by 2040 compared with 1990 levels. Domestic emissions had fallen by 39% by 2024, meaning the next phase requires faster, deeper and more practical progress across sectors where change has often been difficult.

That means looking beyond what works best on paper and asking what can work in real homes, real regions and real budgets.

 

The missing word: fit

Energy policy often talks about ambition, targets and technologies. Less often does it talk about fit.

A solution can be low-carbon and still be difficult to deploy in a particular place. It can be efficient in a laboratory and still expensive in a rural house that needs fabric upgrades first. It can be well suited to a city street and much less suited to a dispersed village with weak grid capacity and high winter heating demand.

Renewable liquid gases are part of this discussion because they are designed around fit. They are storable, transportable and suitable for off-grid contexts. They can use existing supply chains and equipment, which matters when households and businesses cannot afford a full system change overnight. They are not a competing ideology; they are a practical pathway.

That distinction matters. No single energy solution can do everything. Europe’s transition will be stronger if it has more than one delivery route.

 

Climate neutrality has to arrive everywhere

The energy transition will not be judged only by what happens in capital cities, innovation districts or large industrial clusters. It will also be judged by whether a family in a rural home can heat it affordably, whether a village business can keep operating while cutting emissions, and whether local communities feel included rather than instructed.

Rural Europe is not asking to be exempt from climate ambition. It is asking for climate ambition that can be implemented.

That is why there are 137 million reasons to take rural energy seriously. Each one is a person, a household, a business, a community, and a reminder that climate neutrality cannot be delivered from the centre alone. It has to reach everywhere.
